"And yet we were still stuck with the colossal task of convincing a weary public, suspicious politicians, and potential investors about the potential here. How to move beyond the physical blight and psychological stigma and how to re-ignite social and ecological dynamics on a site all but dead for twenty-five years. So we looked back, back in time, back in history. We began to trace a long succession of various human and non-human inhabitations, of working ecosystems, of dynamic river systems, of speculative developments, and of various active productions. We discovered an incredibly rich and diverse site, and the dynamics of time and process. And we turned from mapping space to plotting time, emphasizing strategy, operation, and logistics over final product and form."
